You asked for a stack recommendation, a timeline and a Phase 1 price. Here they are. Phase 1 stays deliberately small and spends its money on the foundation rather than on polish: a fast, compliant energy site with a blog, built the way we build our own. Fixed price, two milestones, nothing paid ahead of delivery.

Energy first, with telecom, insurance and banking behind it. Selectra for structure, Peasy for the blog tiles and category breakdown.
Regular publishing, written with AI assistance and reviewed by a person. Technical SEO and maintenance sit with us.
Contract comparison driven by real usage, fed by CSV uploads and partner APIs, then affiliate partnerships and their tracking.
One thing shapes everything below: Phase 3 needs a database and an import path, so the stack has to be chosen for it now even though none of it gets built yet.

This is the stack ampliodata.io and our own product site run on, deployed by a build pipeline that already exists. That is a large part of why Phase 1 is three weeks and under €2,000 rather than a quarter and five figures — you are not paying us to learn it.
/ 03 — What Phase 1 includes
Home, energy landing, blog index with the tile and category layout, article, legal. Styled to your two references.
Articles written as markdown beside the code and live on save. No licence, no seats, no admin screen to learn.
European hosting, a named processor for each service, a consent banner on Consent Mode v2, and privacy, cookie and terms pages written against what the site actually does.
Server side tagging on your own domain and GA4, wired before launch rather than bolted on after. Roughly a third of sessions sit behind a consent banner; this is how they still get counted, legally.
Performance pass, sitemap, Search Console, and a handover so you can publish without us.
/ 04 — Timeline
The clock starts at kickoff, not at signature · two things gate it: access in week one, and your sign off on the look at the end of week one

Each milestone is invoiced only once it lands, so you never pay ahead of delivery. Fixed price, not time and materials. Everything left out of this phase is named on the next slide with a price beside it, rather than quietly dropped.
/ 06 — Priced separately
Built on the same stack, for when someone outside the technical team publishes weekly: editor accounts, draft preview, image handling. Kept out of Phase 1 on purpose — in the first months you are publishing a handful of articles, and markdown does that for nothing.
Your Phase 2 line "handled by you", priced. Monitoring, page speed, schema and index coverage, updates, and the technical side of every content push. Month to month, no lock in.
Cloudflare and the database, billed to you directly at what they charge. We take no margin on it and you own every account.
Scoped properly once Phase 2 has run and we have seen real partner data. It moves inside the band on one thing: whether your partners offer real APIs or send a spreadsheet by email.

Two things unlock Phase 1: your go ahead on the stack, and domain plus hosting access so week one is build time rather than paperwork.
